After our conversation in your office on 6th July, I discussed the matter of Mr. L.P. Brunt with Foxlee and Gooch of this office. They think it desirable that you should refer back to Hong Kong, informing them that Brunt has stated in a letter (his letter to us of 5th July) that he has not the staff to deal with a scheme of the size of that projected in Hong Kong, and that he is negotiating to ally himself with a firm of consultants. The Government might be asked whether they have any objection to this. The relations which will subsist between Mr. Brunt and the Consultants are not known, nor who will be the responsible party. If Mr. Brunt is obliged to submerge his identity in that of the Consultants, is it desired that the Consultants should be engaged on behalf of the Hong Kong Govern- ment and, if so, can the Government give particulars of exactly what is required, e.g. do they wish full and complete detailed plans, specifications and contract documents prepared, so that at the completion of these they will be in the position of being able to invite tenders for the work? If and when tenders have been invited and contracts placed, do they want the Consultants to undertake further services, e.g. the inspection of equipment etc. ordered in this country, and supervision of construction in the Colony? It will be necessary to obtain full information of what the Government requires, as Consultants, if engaged, will require to be fully briefed in detail and their fees to be arranged.

Mr. Brunt has written us this morning with full details of his technical career but I do not think you will require them at this stage.
